Tolbert Rowe is Vice President/Lending for Bay Capital Mortgage in Easton specializing in residential mortgages. Tolbert also serves as vice president of the Caroline County Board of Education. He has served on the board for fifteen years, five of which he has served as president, and three as vice president. Tolbert is currently president-elect of Maryland Association of Boards of Education, 2017-2018. Community service is integral to Tolbert's ideology. He is volunteer executive director of Channel Marker Foundation Inc., a foundation that serves the needs of individuals with mental illness in Talbot, Caroline and Dorchester Counties. He also is treasurer and coach for Mid Shore Challengers Inc., an organization that provides sports opportunities for children and young adults with mental handicaps. He also serves as coach, volunteer, and unified partner with Special Olympics Upper Shore. Tolbert is a proud native of Caroline County. He currently lives in Greensboro with his wife Jeanne, and daughter Kelsey--who is in the Benedictine OCP program. Their other daughter, Allison Bringman, and her husband Kyle are parents of their three grandchildren--Brayden and Brett and Clara.
